From three post-project close-out evaluations I have done to date, participation in the programming and learning are also vital for communities and local and national partners to take a firm grasp on the project and support its sustainability. Always there are unexpected outcomes, in my experience these have always been good ones, where communities unexpectedly take costs on themselves, or ‘planned’ outcomes foster remarkable ones such as for women in Niger (http://pubs.iied.org/G03661.html?k=cekan). Looking post-project is the best assessment of Return on Investment we have — what was sustained for our original $$?
